Interesting thread. In terms of other regions of the world, it really varies. In general, Asia has a great scene-Tokyo and H/K in particular. There is a lot going on in H/K and Australia (Sydney and Melbourne); however, the kind and swing scenes seem to be intertwined in any of the old British comonwealth areas!
Insofar as the US goes, it's def San Francisco (greater bay area) and NYC at the top. LA is tame nowadays. I've not discovered much in Chicago (Doesn't mean it's not there though!).
One note-there was mention of NY Dom's not being sincere. That's exactly why/how I found the Fortress! The other places were, literally, a joke.
